The rubber buffer, or bump stop, sits on the piston rod of the shock absorber or between the axle and the body. When the suspension is compressed fully it cushions the last part of the travel.
Without it the suspension would strike metal to metal at full compression, which damages the shock absorber, its mounting and the body.
Buffers crumble with age. They are inspected, and normally replaced, whenever the shock absorbers are replaced.
